نقشه‌نگاری اکوسیستم پژوهش سلامت ایران: تحلیل بازیگران و تعاملات نهادی

مقدمه: اثربخشی و مسئله‌محوری پژوهش سلامت مستلزم عملکرد آن در قالب شبکه‌ای منسجم از بازیگران است. در ایران، با وجود تکثر نهادی، نبودِ تصویری یکپارچه از تعاملات، سیاستگذاری کلان را دشوار ساخته است. مطالعات پیشین عمدتاً بر اجزای منفرد متمرکز بوده‌اند. این پژوهش با هدف ارائۀ بازنمایی تحلیلی و گونه‌شناسی بازیگران اصلی اکوسیستم برای ارتقای حکمرانی پژوهش انجام شد.
مواد و روش­ها: این پژوهش کیفی-اکتشافی در سال ۱۴۰۳، با رویکرد «نگاشت اکوسیستم» اجرا گردید. داده‌ها از طریق تحلیل اسناد بالادستی و مصاحبه‌های نیمه‌ساختاریافته گردآوری و طی دو پنل خبرگان تکمیل شد. برای ترسیم نقشه، از تحلیل روابط ساختاری و نقش‌های نهادی استفاده گردید و اعتبار نقشه از طریق مثلث‌سازی و تأیید خبرگان احراز شد.
یافته­ های پژوهش: ۲۶ بازیگر کلیدی شناسایی گردید و بر اساس ماهیت حقوقی و مأموریتی، در ۵ گونۀ حکمرانی و تنظیم‌گری، تأمین مالی، تولید دانش، واسطه‌ای و محیط‌های توسعه‌ای و تجاری‌سازی و بهره‌برداری طبقه‌بندی شدند. نگاشت بصری نشان‌دهندۀ ساختاری متراکم، اما نامتوازن با مرکزیت وزارت بهداشت و دانشگاه‌های علوم پزشکی است. یافته‌ها حاکی از تورم ساختاری در بخش دولتی، حاشیه‌ای بودن بخش خصوصی و وجود پدیدۀ «سیلوهای سازمانی» (تکثر بدون انسجام) در لایۀ تولید دانش است.
بحث و نتیجه‌گیری: اکوسیستم پژوهش سلامت ایران از تأسیس زیرساخت‌ها عبور کرده و به «بلوغ آناتومیک» رسیده است؛ بنابراین، چالش اصلی کشور دیگر «نبودِ نهاد» نیست، بلکه «گسست کارکردی» میان اجزا است. سیاست‌گذاری آتی باید با توقف رویکرد «توسعۀ کمی و ساختارسازی»، به مؤلفۀ «مهندسی تعاملات» تغییر یابد. تمرکز بر اتصال جزایر نهادی و تعریف مأموریت‌های مشترک میان دانشگاه‌ها و صنعت، راهکار برون‌رفت از وضعیت فعلی است.
